Recommends the fitting out of six Boats for the Service in preference to Mr. Fullertons suggestion in dispatch of 13th November Sale of the Vessels Emerald Diamond and Pearl to meet the expence. If expence of 6 Boats be objectionable thinks 4 or even 3 would be preferable to present force.
