Letter from Mr.C.Cockerwell, Postmaster-General, reporting that the Civil Paymaster can only issue payment for the disbursements of the Calcutta establishment of the Post Office, and suggesting that Mr.Harding may be furnished with authority to provide for the disbursements of the whole establishment under the Post Office, whether in or out of Calcutta.
