Interpretation of the term `salary` as used in paragraph 9 of Sir Charles Woods despatch No. 63, dated 17th March 1864, ruling that no increase which would have the effect of raising a salary above Rs. 5,000 per annum be included in the Budget Estimate until the sanction of the Home Government shall have been first obtained.
