Question raised by the Accountant General, Bengal whether the old restriction regarding the grant to Lieut. Colonel in the I.M.S. of a pay of Rs. 1600/- after completion of 23years service still applies in view of the introduction of the revised rates of pay for the I.M.S.(Civil).
