Refusal to grant a gratuity to Surgeon-Major W. F. Thomas, late District Medical and Sanitary Officer, Kistna, on account of injuries inflicted on him by dacoits while he was on a tour of inspection in his district, and to condone a break in his service if the Civil Department in order that he may be granted the higher rate of furlough pay allowed to Military Officers in permanent civil employ.
