Insertion of a note under Rule 1, Section 56 of the Civil Pension Code, to the effect that an officer compelled to retire under this Rule, part of whose service has been inferior, is entitled to pension or gratuity on the inferior scale on the same condition as if he had been invalided under Section 65.
