Desire of Col. Sir H.Melliss, K.C.S.I., to vacate his appointment of Inspector general Imperial service Troops and proposal that in future the post should be tenable for five years only and that the ruling should be applied to the case of Sir H. Melliss with effect from the 2nd April 1895.
