Memorandum on the finances of Central-India. Request of the Agent to the Governor-General that it should be submitted to the Secy. of State for India with a view to obtaining some modification of his orders which require that expenditure from the revenues of India for the benefit of Native State should be regarded as an exceptional measure requiring the sanction of the Secy of State.
