In reply to No. 111-334, dated 16th instant, with memorandum from Mr. Forsyth, Commissioner of Jullundhur, preferring a request for leave of absence on private affairs to proceed to England, and if feasible, to return to India via Russia and Central Asia, states that the Viceroy, who has seen Mr. Forsyth, has no objection to his going on leave.
