Question whether an officer, who by receiving a local allowance loses the benefit of the compensation allowance sanctioned for Junior Civilians, is entitled, when he proceeds on furlough, to have his leave allowance calculated on the salary (including compensation allowance), which he would have drawn in the ordinary course, had he not received the local allowance.
