Question raised by Meassrs. Cutler, Palmer and Company as to whether consignees have the right to claim when frei8ght charges have been paid at the higher railway risk rates for re-weighment of goods of fragile nature, such as cases of wine, etc., which are liable to be broken without the outher cases necessarily showing signs of damage, referred to the Indian Railway Conference Association for their views.
