With reference to Despatch No. 39 (Political), dated the 12th July 1888, transmits copy of a letter from the Chief Commissioner of Burma enclosing a revised Commission issued by Mr. E. Richardson, First Judge of the Civil Court at Mandalay, for the examination of Monsieur P. Ponthenier, now residing at Paris.
