Treatment as supernumeraries of those Civil Sub-Assistant Surgeons in the senior grade in the province of Bihar and Orissa, who in normal circumstances would have retired but whose services have been retained on account of the war. Authorization of other local Governments to introduce the rule in their province if they so desire.
