Question whether the orders contained in paragraph 48 of the Manual of Instructions ot officers of the Political Department of the Government of India requiring a license in form XIX for the retainers of a Ruling Chief Visiting British India. Conflict with those in article 14 of the table in schedule 1 for the Indian Arms Rules, 1909, in which no license is required.
