With reference to dispatch No.3 dated the 24th April last, states that, pending the receipt of the reports from Local Governments on Archdeacon Baly`s scheme for the education and employment of European and Eurasian children in India, he is unable to come to any decision on the recommendations submitted in the letter from this Government, No. 10, dated the 8th June 1880.
