Inability of the Govt. of India to saction the remission of the sentence of two years imprisonment passed upon Mirza Muhammad Muhsin Ali Khan who was convicted by the Sessions Court at Fyzabad in 1897 of fraudulent use of a forged document and who subsequently absconded to Maskat.
