Question of the applicability of the orders regarding a minimum wage allowance for girl clerks serving in the Imperial Secretariats and other Government of India offices at Simla, in cases of officiating promotion. Decision that the minimum wage allowances applies to officiating and temporary incumbents who have no substantive appointment under Government as well as to permanent incumbents.
