Promotions of P.C.S. officers to listed posts. Observations of the Secretary of State that the orders contained in the India office letter No. S. & G. 147 / 36, dated the 12th February 1936 (F. 182 /35- Sets.) were not meant to be rigidly applied and that officers of ability who have officiated sometime in superior posts should not be regarded as completely debarred from consideration for promotion merely because they will reach the age for supernnuation with in three years of the date of promotion.
