With reference to a lr. of the 24th Jany.last, relative to the Estabt. of Bildars & Lascars authorized for the arty at Umballa during the annual practice, state that the 1st Bildar Per troop or coy. is allowed to the arty when on marching ot and from the practice marching to and from the practice ground.
