Question of the propriety of action of the conptroller Assam, in with holding holidays in respect of his office staff due to arrears of work. Obseuation that days declared as public holidays under the negotiable instruments Act should not be conuverted into working days and that all Govt. servants should be allowed to have these holidays unless sthere is work of such urgency that it cannot wait for the next day.
