In reply to a despatch fo the 10th ult. desiring to be furnished with the C. in Chiefs opinion on the application of mr. J. O. penson late an ensign 19th Regt. N.I. to be restord to the mily service states that under all the circumstances of the case His excllency recomends Mr. penson to the humand consideration of Govt. and the Honble court.
