Requesting that ensign Macdougall who is under stood to be now with the 10th Erregular Cavalry may be required to appear before a Medical Committee at Dinapore, as from the absence of One of its members the Umballah Committee Cannot be conveniently reassemblied , and there appears to be some in consisttency between the declartion which Superintending Surgeon Jackson now states he is Authrized to made respecting the permanent effects of the inquiry received by the Ensign.
