In reply to our office endorsement No. 208T. of 27th Ultimo, forwarding for information a despatch from the Secretary of State, expressing his surprise at the commissioner's proposal for fining the Deb Raja of Bhootan, states his reasons for making the proposal, and trusts His Lordship the Governor General in Council will be pleased to endeavor to exonerate him from the rebuke implied in the Secretary of States despatch.
