Forwarded for information copy of a circular letter No. 437 dt. 23rd Nov. 1859 from the under Secretary to the Government of India with the Governor General reviving the order of Govt. dt. the 25th July/54 No. 3213 by which all native states were prima-facie held responsible for the robbery of mails within their territory.
