Under instructions from His Excellency the Commander in Chief, I have the honor to forward, for the consideration of the Hon'ble the President in Council, copy of a letter from the Adjutant General of the army No.1631 dated 28th ultimo, suggesting a restriction in the circulation of General Orders containing statements of Officering, on the ground that many of the parties to whom such orders are supplied have no occasion for them whatever.
