Decision that freight on coal carried by Dutch ships to he Ceylon shall be paid at Calcutta by the controller of the marine accounts on certifications of the handing granted by the mining engineers railways board and the debits on accounts of such ferret shall be passed by the controller to the C.I.T. for the adjustment against the Ceylon govt.
