Letter from Mr. William Larkins, Accountant-General, submitting the account stating the difference between the estimate of the probable resources and disbursement of the Bengal Government, and the actual receipts and issues from the 30th April, 1778, to the 1st May, 1779, reporting that he has begun to form a general abstract account of the monthly receipts and disbursements of the several offices of the Government, and stating the principles on which this account is based as well as its great utility.
