Objection raised by the Comptroller, India Treasuries to certain charges met by the Foreign and Political Department from the Toshakhana grant on account of the Afghan Envoy. Sanction to the continuance of the practice under which the Foreign and Political Department sanction expenditure against the Toshakhana grant without the previous concurrence of Finance Department subject to the condition that no expenditure is sanctioned which is beyond the powers of the Government of India.
