Question of the delivery of registered letters addressed to students residing in educational institutions to a member of the staff. Suggestion to introduce a rule in each school or college, where necessary, requiring the delivery of all postal articles to be taken by the addressee in the presence of the headmaster or a member of the staff specially nominated for the purpose.
