Decision that wooden vessels which are mainly propelled by means of sails but are also fitted with auxiliary motor engines should be treated as steamships except in regard to manning and certificated officers and that as regards manning and certificated officers, provided the vessels have adequate sail area to be navigated under sail alone, should be treated as sailing vessels.
