Decision that references between the commanders of vessels fitted with wireless telegraph apparatus and the commander of the pilot vessel at the sand heads the weather conditions prevailing at the latter place, or other details relating to navigation, should be exchanged by means of formal messages, and that such messages should be allowed to pass free of charge.
