Duplicate of a letter from the President and Council of Fort St. George, intimating that being in great want of money they have appropriated Brigadier-General Goddard’s share of the treasure on the Portland for their own use, as well as rupees 82,000 sent by Sir Eyre Coote to Brigadier-General Goddard, enclosing their Assay Master’s account of the coinage of the bullion consigned by the Portland, reporting that Capt. Williams of the Freeman has lodged a protest against them for the detention of his vessel since his request for demurrage was refused, enclosing an account of the deficiency in the cargo landed from the Good Intent with the commander’s reason for this deficiency, also a copy of a letter from Capt. Forrest of the Brig Lively, intimating the drawing of certain bills of exchange, and reporting the arrival of the Royal Charlotte on her way from Bombay to China.
