Authorisation of the Dir-General of Posts and Telegraphs to increase or replace the staffs of Assistant Dir. of Postal Services, Deputy Superintendents, Engineering, and Inspecting Telegraphists or Sub-Inspectors in the field, when necessisty arises, by appointing an official on the spot to act in the new post or vacancy, subject to the conditions that the officials so appointed is fitted for the post and that he will ordinarily act in the lowest grade or class of the cadre concerned.
