Decision that an additional grant in excess of the sum of Rs 6 lakhs assigned in the Budget for revision of fixed establishment cannot be paced at the disposal of the Director General of postal and telegraphs to meet the expenditure incurred on the increase in the lower subordinate establishment of the telegraph Department.
