Letter from Brigadier-General Stibbert, enclosing for orders a copy of a letter addressed to him by Capt. Black in which he represents that the syces and grass-cutters, who are to accompany the horses to Madras, are unwilling to accept the terms offered to them, and desiring that Capt. Black should be furnished with a sum of money for his current disbursements before his departure, and that letters of credit should be given him on the Chiefs of Vizagapatam and Masulipatam for such further supplies of money as he may require on the road.
