In reply to No.2470-253, dated 5th ultimo, submitting an application from Colonel Spence, Commissioner of Jubbulpore, to be allowed to retain his civil appointment for three years beyond the authorized period, states that as that officer is entitled to two years' furlough, His Excellency in Council proposes to recommend that he be allowed not three years, but one year more in civil employ from January 1870. By this means Colonel Spence would be able to retire, as he himself wishes to do, in February 1873. On receipt of his reply, a recommendation to the above effect will be made to the Secretary of State
