In response to No.2470-253, dated 5th ultimo, submitting an application from Colonel Spence, Commissioner of Jubbulpore, to be allowed to retain his civil appointment for three years beyond the authorised period, states that since that officer is entitled to two years' furlough, His Excellency in Council proposes to recommend that he be allowed not three years, but one year more in civil employment beginning in January 1870. Colonel Spence would be able to retire, as he intends, in February 1873 if this were to happen. Following receipt of his response, a recommendation to the Secretary of State will be made
