Proposals made by the Chief Minister, Punjab and Shri Darbari Lal Gupta, M. L. C. Pb., that section 37 of the S. R. Act may be amended so as to avoid the complete re- constitution of the Punjab Legislative Council and to provide for an increase in its strength.
