Secretary of State's officers (1) Decision that Govt. of India cannot cultivation memorials from such officers against non-selection to selection posts. 2) Decision that the govt. of India have no legal right to intervene in cases in which provision of article 3/4 of the constituion are not complied with by the state Govts, and that re course with contst. of law in the only legal remedy.
