Indian Arms Act and Rules- (i) Question whether under the Rules licensing authority is bound to communicate to the applicant the reason for the refusal to grant/renew or for the cancellation of an arms license- Decision that the authority is bound to communicate such reasons. (ii) Proposal to take away the right of appeal under rule 41 and 41-A of the Arms Rules, with a view to avoiding certain administrative difficulties in view of the decision at (i) above- Decision that instead of taking away the right of appeal, provision should be made in the Rules, for recording in writing of the reasons and their communication to the applicant on request, in certain cases- Amendment of the Rules to give effect to the decision
