Indian Arms Act and Rules- (i) Issue of whether the licencing authority is required by the Rules to disclose to the applicant the reason for the authority's refusal to grant/renew or to cancel an arms licence- Authority is required to disclose such reasons. (ii) Proposal to eliminate the right to appeal under rules 41 and 41-A of the Arms Rules in order to avoid some administrative challenges in light of the decision at (i) above- Decision that instead of eliminating the right to appeal, provisions should be made in the Rules for recording the reasons in writing and communicating them to the applicant upon request in certain circumstances.- Modification of the Rules to implement the decision
