Question whether a general relaxation of rules cannot be agreed to permit full or partial remission of rent or payment of full or partial amount of house allowance in lieu of free quarters to staff transferred from entitled category to non-entitled ones. Decided that the existing Rules need not be relaxed but that individual cases of hand ship may. however, be decided on their merits
