Question whether a general relaxation of rules cannot be agreed upon to allow full or partial rent remission or payment of full or partial home allowance in lieu of free quarters to workers transferring from entitled to non-eligible categories. It was agreed that the present Rules do not need to be loosened, but that individual cases of hand ship may be decided on their merits
