Consideration of the question of laying down a yard stick for the grant of special contribution/gratuity, in the case of employees retired from service with poor service record or who may be removed from service with poor service record or who may be removed from service on a specific offence. The matter was considered and a yard stick to regulate the above types of cases was laid down for the guidance of the Controlling Officers vide Boards letter No. E51RG6-2 dated 10.5.52. However, as desired by the Federation, the yard stick has since been cancelled and the Railways have been asked to deal with each case on its merits in their discretion, vide Bards Letter No. E(D & A)58 RG6-17 dated 26.6.1958
