Reference to the board of Arbitration under the J.C.M. Scheme- C.A, reference No. 12 of 1983- Railway Board's letter No. PCIII/76/RA/1, dated 23-3-76 relating to treatment of Running Allowance as pay for certain purpose should be given effect 1-1-1973 and not as has been done from 1-4-76. Fixation of pay and payment of all dues should be made accordingly
