The Railway Boards letter No. PCIII/76/RA/1, dated 23-3-76, regarding the treatment of Running Allowance as pay for certain purposes should be given effect on 1-1-1973 and not as has been done from 1-4-76. This is in reference to the board of Arbitration under the J.C.M. Scheme-C.A., reference No. 12 of 1983. Pay fixing and all other required payments should be done appropriately
