It has been decided by the Board of Arbitration vide Miscellaneous Applications No. 15-17 of 1974 that the bar of clause 20(ii) does not apply to reference made before the date of decisions of the Govt. viz. 15.11.73 copies of the order will be placed on other relevant files. in due course (S.
