Views of the Government of PEPSU on the S.R. Bill, mainly:- (i) There should be no bar against officers of States represented on Zonal Councils to be chosen as Joint Secretaries to the Councils. (ii) The High Court of the new State of Punjab should have jurisdiction over Himachal Pradesh. (iii) Indian service of Engineers, Indian Forest service and India Medical and Health service should be constituted on an all India basis as recommended by the S.R. Commission. 2. Recommendation of the PEPSU Vidhan Sabha that Patiala should be the Capital of the new State of Punjab
