Views of the Govt. of Orissa on S.R. Bill. Decision that it is neither desirable nor possible to appoint a Boundary Commission to go into the various border disputes between the States. It will be possible for the new States to arrive at an agreement regarding outstanding issues, if any as result of discussion within the Zonal Councils vide Sec: 21(2)(b) of the S.R. Act. 2. Decision that the representatives of the Union Territories on the Zonal Councils vide Sec. 16(1)(c) of the S.R. Act. need not necessarily be elected by the Govt. of India. it would be unnecessary to prescribe any period for membership of the Zonal Council in these cases
