Decision that as regards retrospective effect, the orders allowing temporary rates of pay, granted in consideration of increased work, etc., in lieu of substantive pay plus deputation allownace, to count for leave allowances and pension will exclude all officers who retire or proceeded on leave before the 26th April 1916.
